  • Overview

    The Senior Director of Compliance, under the guidance and supervision of the Compliance Officer and/or General Counsel, is responsible for ensuring excellence in the application of all affordable programs in the luxury portfolio. These programs include Low Income Housing Tax Credit, Bond, Middle/Moderate Income or “workforce housing” and Section 8. The person in this position will also coordinate with and supervise two subordinate directors of compliance to ensure correct application of relevant affordable housing regulations, laws, practices and standards in the portfolio’s affordable units.

    A critical factor of success in this role will be to cultivate and leverage strategic partnerships in service of these goals, including those with government agencies, consultants, vendors, industry experts, and non-profit organizations. The Senior Director of Compliance will drive a culture of innovation, collaboration, performance and accountability.


    The Senior Director of Compliance will directly supervise the Compliance Team in the New York City market and closely liaise with colleagues in Boston, Los Angeles, and San Francisco, with potential for expansion. The person in this role will also work closely with senior leadership to set the strategic direction for the group, identifying and tracking metrics for success. The key areas of focus for this position are:

    • Improving the tone and efficiency of internal communication and increasing staff engagement with tools such as focus groups and huddles
    • Engaging with public agencies and industry experts to identify standards and best practices
    • Designing staff training protocols, in collaboration with third party consultants where appropriate
    • Collaborating with the IT Department, the Performance Management Group, and vendors such as Yardi to harness the power of available technology in service of better program implementation, as well as customer and employee experience
    • Increasing speed to informed decision making by driving a deeper connection between the Compliance Team and Region 9 Analysts to foster meaningful analysis of data from Yardi and other databases
    • Pursuing operational efficiencies, measured by Key Performance Indicators


    The Senior Director of Compliance will create and revise Standard Operating Procedures to ensure consistent quality in:

    • Reporting to public agencies, owners, and investors
    • Compliance with program regulations , including in regard to:
      • Lease-up activities at all newly-managed assets with affordable housing components
      • Responding to agency audits
      • Requesting internal or third party audits
      • Reviewing bands of affordability
      • Coordinating review process for legal regulated rents
    • Customer experience
    • Affordable housing occupancy rates

    The Senior Director of Compliance will be involved in the creation of regulatory agreements, Fair Housing and marketing plans and will oversee policies, procedures, and strategy of leasing of new affordable housing opportunities. The person in this position will also review and revise the regional Compliance budget, as well as lease-up and other site-specific budgets.

    In addition to partnering with public agencies, consultants, and industry experts, the Senior Director will strengthen relationships with non-profits in service of the broader goals of our affordable housing programs.
